New Zealand's Veterans Affairs Minister Judith Collins said Ms Wake was an inspirational
and courageous woman.
"Nancy Wake was a woman of exceptional courage and tenacity, who cast aside all regard
for her own safety and put the cause of freedom first," Ms Collins said.
Ms Collins said Ms Wake would have known that her chances of survival were remote when
she chose to return to France during the war as a resistance leader.
"Her work setting up vital escape routes while being hunted by the Gestapo helped save
the lives of thousands of Allied servicemen," she said.
Ms Wake was born in the New Zealand capital Wellington in 1912 but grew up in Sydney
after her family moved to Australia when she was a year old.

NSW: Legionnaires outbreak gaining momentum

SYDNEY, Feb 18 AAP - Health officials on the NSW south coast are on high alert amid
an outbreak of the potentially fatal legionnaires' disease in the region.
But authorities have downplayed concerns it could be a repeat of 1987 when 13 people
died in the area in the world's third largest outbreak of the disease.
There are now nine confirmed cases of legionnaires' in the Illawarra, with a further
six under investigation.
A 68-year-old man was yesterday in a stable condition in Wollongong Hospital after
developing symptoms of the disease.
His was the latest case announced by the South Eastern Sydney and Illawarra Health
Service (SESIHS), which is at the forefront of the second outbreak to hit the region since
1987.
The latest case emerged after four other patients were identified, including a 69-year-old
woman from central Wollongong who became ill on January 25.
Added to the list last weekend were a 65-year-old man from central Wollongong, a 54-year-old
man from Warilla in the city's south and a 72-year-old man.
Local GPs have been put on alert to look for symptoms, and health officials are working
furiously with the city council to uncover the outbreak's source after four initial cases
were confirmed a week ago.
They were four men, aged from 31 to 84, who contracted the disease between December
30, 2004 and January 25 this year.
The SESIHS yesterday began an in-depth epidemiology study to track the movements of
patients over a 10-day incubation period.
"These movements will then be plotted on a map and we will be examining all of the
maps to look for any common areas," Illawarra Public Health Unit director Sarah Thackway
said.
But the make-up of legionnaires' made the task of finding the cause difficult, she said.
"While every effort is being made to identify the source of this outbreak, the nature
of the legionella bacteria is such that it is unlikely that we will ever be able to pinpoint
the source," she said.
Indeed, Ms Thackway admitted there may be multiple sources with a possibility of cross-contamination.
News of the outbreak occurred less than a week after the SESIHS discovered three air-conditioning
cooling towers in the Wollongong CBD tested positive for the legionella bacteria.
The towers were later cleaned and disinfected, Ms Thackway said.
"We consider the health risk to people entering the CBD to be minimal," she added.
Legionella pneumophila is most commonly contracted by breathing in air from contaminated
water sources.
The elderly, heavy smokers or drinkers, and those with low immunity are considered
to be at most risk, but the disease is treatable with antibiotics.
In 1987, 13 people died in the Illawara and 53 cases of legionnaires' were recorded.
It was classed as the world's third largest outbreak.
But the health service's senior environmental health officer, Curtis Gregory, has dismissed
suggestions the current outbreak could become like the last.
Apart from the scale of the disease, it's the city's reaction this time around that
separates it from 1987.
"So far all our cases are recovering well and most have been discharged from hospital,"
Mr Gregory said.
"Our patient care is good - not that it wasn't in `87 but we've been able to intervene
a lot earlier in the cases because we've got the response protocol now."
The response protocol is important because when people were presenting with symptoms
in 1987, the city wasn't prepared, he said.
"Simply because they hadn't been exposed to it before, it took them a little while
to work out what they were dealing with," Mr Gregory said.
"In this instance we've known really quickly and that meant we've been able to have
a really positive response in terms of patient care, identification of additional cases
and also making sure their needs have been met in terms of having information about the
disease."
The 1987 outbreak was also the catalyst for legislation governing the control of legionnaires'
disease.
The job at hand now is to locate the source or sources of the outbreak via the health
service's epidemiological study.
Wollongong Mayor Alex Darling said it was still "business as usual" for the city.
"Our first priority has naturally been to identify and treat anyone affected by this
illness and ensure any potential risks are eliminated," Cr Darling said.
"We also want to send a clear message to visitors that our shops, offices, restaurants
and other buildings are open and operating as normal."
The SESIHS's investigation into potentially new cases is continuing.

where it is believed they will reveal they have won the race for IDRIS' prized signature.
The 20-year-old had also been weighing up offers from the Bulldogs and cashed up-Newcastle,
who today announced they had snared supercoach WAYNE BENNETT on a four-year deal.
The Titans offer, believed to be in the region of $1 million, also includes plans for
a television program starring IDRIS.

NSW:Two unmarked police cars in accidents
SYDNEY, Aug 14 AAP - Two unmarked police cars have been involved in separate accidents
in Sydney and Newcastle.
A 26-year-old man was knocked down by an unmarked police car in western Sydney about
7.15pm (AEST) on Friday.
Police say the officers were driving to an incident at Seven Hills when they hit a
pedestrian who stepped off the kerb on Blacktown Road at Blacktown.
The man sustained minor injuries and was taken to Westmead Hospital.
Earlier, two officers in an unmarked police car on Maitland Road at Mayfield near Newcastle
collided with another car at about 6pm (AEST) on Friday.
The two male officers, who had been driving with their lights and siren on, were taken
to John Hunter Hospital.
The two occupants of the other car did not require hospital care.
Police are investigating both incidents.

against the church for breaking the law and committing a `summary offence', despite the

Mr MACDONALD says the situation is critical .. particularly in the state's south.
New drought figures released yesterday show nearly a quarter of the state is deemed
satisfactory .. with around 12 per cent considered marginal.

SYDNEY, April 15 AAP- Qantas has one of the greatest records for reliability in the
entire aviation world, says a Sydney Daily Telegraph editorial.
But when it comes to reliable employment, says the Telegraph, its another matter.
Tuesday's shock announcement of a likely 1750 retrenchments at Qantas is more than
just the latest indicator of a global economy's decline, says the paper.
"This is because Qantas is more than just an airline. It's a primary Australian brand
and part of our wider culture.
"Australians travelling abroad are always made to feel more secure whenever they see
the famous flying kangaroo.
"It shows how deep are our economic troubles that even powerful Qantas can be so deeply wounded."
The Telegraph asks its readers to put aside national feelings for a second and consider
the wider issues raised by the Qantas move.
"They're profoundly worrying. People simply aren't flying. For many - too many - it's
an abandoned luxury," says the paper.
"And we're still only at the beginning of this economic ride.
"As Qantas air staff would advise, please put on your seat belts. There's turbulence ahead.".
Melbourne's Herald Sun, however, says the retrenchment announcement shows Qantas is
planning for the future ... and world economic recovery.
Unions and the airline are examining all options and any uplift in the economy could
see staff given a reprieve, it says.
"The outlook is undoubtedly grim for those whose jobs are threatened and follows a
worldwide slump in ticket sales," says the Herald Sun.
"Qantas has seen its profit collapse from $1.4 billion before tax last year to perhaps
$100 to $200 million this financial year.
"Still, management appears to be aware it must plan for the day when Qantas will again
need skilled employees. Companies must plan to survive the recovery as well as the downturn.
"There are blue skies ahead for most Australian companies, as well as the Flying Kangaroo.
The test is to have a workforce ready to take advantage of these better times when they
do arrive."
Brisbane's The Courier Mail says last week's collapse of Sunshine Coast-based kitchen
appliance company Kleenmaid will affect thousands of Australian families who had paid
about $27 million in deposits to the company for as-yet-undelivered appliances and fittings.
Also, Tuesday's Qantas announcement comes after Brisbane Airport Corporation revealed
it was pushing back a $750 million upgrade to Qantas and Virgin terminals from an original
completion date of 2012 to 2014.
It has also postponed proposed completion of its $1 billion parallel runway due to
falling passenger numbers.
The world economic downturn has now seeped into the level of the economy occupied by
increasingly wary consumers, says the Courier Mail.
"Combine that with nervous bankers who do not want to lend money and the result is
a new round of business collapses and with them a new round of lost deposits placed by
consumers who thought nothing had changed."
The arrival of a well-equipped boat carrying 63 unauthorised arrivals last week has
hoisted Immigration Minister Chris Evans on his own policy petard, says the Australian
newspaper's lead editorial.
"And, given the way he and Home Affairs Minister Bob Debus are respectively tardy and
terse with information on the 207 boatpeople who have arrived this year - more than the
total for last year - it appears Senator Evans knows it," says the paper. The Australian
says that before the last election, Labor promised everything to everybody on border protection.
"For people worried about illegal immigrants, there were promises the tough tradition
established by the Keating government would continue." says the paper.
"For the vocal opponents of John Howard's policy of mandatory detention in offshore
camps, there were assurances of a kinder, gentler toughness.
" Last year, Senator Evans demonstrated whose support he valued most, ending 20 years
of bipartisan policy on illegal immigration."
The Australian says first detention camps on Nauru and Christmas Island were closed,
then the Howard government policy of granting refugees temporary visas rather than permanent
residence was abolished.
Finally, Senator Evans ended the practice of incarcerating everybody who arrived illegally
until their right to refugee status was decided.
"Inevitably, rights industry activists argued that this was not good enough. Labor
left in place the fiction that atolls and islands off the northwest coast, where most
boats make landfall, are not actually Australia - thus denying boatpeople the protection
of laws on refugees and access to the courts."
But overall, says the paper, Senator Evans's reforms were a big win for advocates of
easy access for people who arrive without approval seeking asylum.
Regrettably, they were also a victory for the people-smugglers.
A Sydney Morning Herald editorial reckons rugby union administrators on both sides
of the Tasman are well offside.
The paper says rugby prides itself on its strong following among the corporate elite
and the professional class.
It sees itself as a smart game for smart people. But if the people who run rugby are
so smart, why is support for the game going backwards?, the paper asks
"This year's declining television ratings and attendance figures are not mere collateral
damage from the global financial freeze," says the paper.
"Rugby's main problem is the game itself.
"It is having trouble competing in the most crowded football market in the world.
"Fans fall away when the product is overpriced and underwhelming. This has certainly
been the case for rugby's showpiece team in its biggest market, the NSW Waratahs.
Instead of seeing a problem within the game itself, which has become bogged down wirth
endless kicking and whistle-blowing, rugby is intent on offering more product rather than
better product.
"Australian and New Zealand rugby, through greed and myopia, are going to kill the
golden goose by cheapening the mystique of Tests between the Wallabies and the All Blacks
by playing an increasingly ho-hum merry-go-round of four Tests a year," says the Herald.
"Somebody needs to sit down with John O'Neill, the chief executive of the Australian
Rugby Union, and explain to him the term overkill."
Finally, The Age newspaper says that the Unrest in Thailand could end with compromise
between the government and anti-government protesters.
It says "external mediation" between the parties could be a way forward for Thailand,
with "two sides of politics that appear incapable of accepting the other's legitimacy
in office," the editorial said.
"One option, adopted in other deeply divided countries, could be an interim government
of national unity, giving all Thais a stake in restoring civil order.
"This will require compromise, although principles such as universal franchise and
a fully elected government ought not be compromised.
"At present, even these basic democratic principles are in dispute, but at some point
Thais must take stock of the impacts on investment and tourism on top of a global recession,
and resolve that enough is enough.
"The ballot box is the place for the Thai people to settle the roiling power struggle;
it is the nation's best hope of long-term stability."

Fed: More generous funds on offer for screen writers
CANBERRA, Dec 9 AAP - Budding movie and screen writers will be eligible for more generous
development grants from next year.
The federal government's newly formed agency, Screen Australia, will spend more than
$10 million on development grants in 2009-10.
This is close to 60 per cent more than the former Australian Film Commission had on offer.
The agency has also introduced a new program to provide multi-year funding of up to
$500,000 a year for three years.
It has also allocated $4 million to indigenous programs, $2.5 million more than previously
allocated.
Screen Australia chief Ruth Harley said the future of the industry depends on the talent
of its people and the quality of their projects.
"We have re-thought the way in which the industry and projects are supported," Dr Harley said.
"This fundamental philosophical shift will support practitioners to create outstanding
screen content that resonates with audiences."

CANBERRA, Aug 5 AAP - Sydney has become the world's most unaffordable housing market
because of misguided government policies, a think tank analysis says.
Research by the Institute of Public Affairs (IPA) says the fall in house prices in
the United States has left Sydney as the most expensive housing market in the world.
Analysing data from US-based consultancy Demographia - which examines house prices
from 159 urban areas around the globe - it said Melbourne, Perth, Brisbane and Adelaide
are also in the top 10 most unaffordable cities following the US sub-prime crisis.
The average Sydney home costs over eight times the average household income in that city.
IPA director of the deregulation unit Dr Alan Moran said misguided government polices
were the culprit of Australia's unaffordable housing market.
He said the cost of Sydney homes was inflated by laws which restricted the availability
of land, imposed lengthy bureaucratic procedures, increased the cost of building new homes
for environmental requirements and charged high taxes "masquerading as development levies",
Dr Moran said.
"These measures are preventing all but the most affluent young buyers from getting
a toehold in the housing market," he said.
"It is clear that regulatory restrictions are fuelling the high cost of building new homes."
He said areas like California and Britain had seen recent price collapses and were
seeing fewer and fewer new homes built.
"By contrast, (US) cities with few regulatory restrictions - such as Atlanta, Houston
and Dallas - have seen stable prices in the housing market," Dr Moran said.

Fed: Jetstar flags cheaper flights for carry-on customers
MELBOURNE, Feb 12 AAP - Budget airline Jetstar has launched discounted airfares for
customers who choose to travel only with carry-on baggage on its domestic and international
services.
The JetSaver Light fare cuts $10 off the price of domestic one-way tickets and $20
off one-way international travel for customers travelling with carry-on baggage up to
10kg.
"This is the most competitive market of probably any aviation market in the world,"
Jetstar chief executive Alan Joyce told journalists at an official launch in Melbourne.
"We have got Tiger and Virgin operating on nearly every Jetstar route ... (and) we
see ourselves having to raise our game to meet that challenge."
Jetstar is supporting the launch with a web fare offer of 5,000 domestic fares at one cent each.
The offer is not available to Jetstar's international services to Japan or the the United States.
Meanwhile, Mr Joyce noted increased oil prices had put pressure on the airline's fuel
costs and the company was working to offset the rise.
"Our fuel has gone from 17 per cent to 32 per cent of our cost base, (but) our other
costs have reduced to compensate for that, and that's why we continue to make money at
these low airfares," Mr Joyce said.
Jetstar was forced to increase the fuel surcharge on its international flights last
month as a result of record crude oil prices.
"Our major focus over the last four years has been working on other cost efficiencies
to offset fuel," Mr Joyce said.

The New South Wales Premier's Department denies its staff have edited Wikipedia pages
.. to remove potentially-damaging details on the IEMMA government.
A Fairfax website has reported someone using a computer in the department has edited
an entry on Premier MORRIS IEMMA.
It's claimed tehy've removed a reference about an outburst Mr IEMMA had at a media
conference last year .. where he called the then chief executive of Sydney's Cross City
Tunnel a f***wit.
But a spokesman for Mr IEMMA says no-one in the office has ever been instructed to edit the site.
It comes after reports staff in the Department of Prime Minister and Cabinet were found
to have made 126 edits to Wikipedia .. on subjects ranging from the children overboard
affair to Treasurer PETER COSTELLO.

GOLD COAST, Qld, April 10 AAP - Popular cartoonist Larry Pickering has appeared in
a Gold Coast court charged with flying a helicopter after drinking alcohol.
Pickering, 64, has been charged with four offences under civil aviation regulations.
It is alleged that on April 8 last year he piloted a helicopter within eight hours
of drinking alcohol.
Pickering is also charged with low flying, operating a helicopter over water and failure
to surrender a licence.
The case was today adjourned for mention in Southport Magistrates Court on May 15.
Melbourne-born Pickering was a regular cartoonist for The Australian and Sydney Morning
Herald newspapers for well over a decade after getting a start with the Canberra Times
in 1971.
He then had a moderately successful career as a horse breeder and trainer.

Qld: Fears would-be child abductor stalking suburban streets
BRISBANE, Dec 8 AAP - Police fear a man is prowling the streets of a north Queensland
suburb in an attempt to lure a child into his car.
Police say the car used in the possible attempted abduction of a 15-year-old girl at
Rasmussen, near Townsville, on Wednesday has been seen in the area for several weeks.
The girl told police she was approached by a man in a dark green VN model Holden Commodore
on Sonia Street. He beckoned her to his car, but she refused and the man drove away.
Police said a door knock of nearby streets revealed a similar vehicle had been seen
in the area for several weeks.
The driver was described as being of Aboriginal appearance, in his mid 20s, with short
balding hair and wearing a dark coloured T-shirt.
The car had a dark interior and may have a rear spoiler.

MELBOURNE, Feb 12 AAP - Hundreds of former National Servicemen marched to Melbourne's
Shrine of Remembrance today in a tribute to fallen comrades.
Wearing blue jackets with blue berets, about 400 ex-servicemen who at one time were
conscripted for combat or for homeland defence, marched to the Shrine where wreaths were
laid in front of the eternal flame.
The ex-servicemen, known as "Nashos", were honoured in a speech by the Defence Force
chief, Air Chief Marshal Angus Houston.
"We honour their courage, we honour their belief in their country, we honour their
self-commitment and we honour their sacrifice," he said.
"Nashos provided a vital and very real role."
This year marks the 55th anniversary of the first post-World War II conscription programs
with "Nashos" seeing action in Borneo, Cambodia, Malaysia and Vietnam.
Victorian State President of the National Servicemen's Association Douglas Black said
he was very proud of their commitment, "... and your country should be too".
During today's service, a member of the Australian Army in official attendance collapsed,
possibly due to the heat, but subsequently managed to walk to a shaded area.
The annual "Nashos" march through Melbourne is held on the second Sunday in February.

The Anglican church in Perth has launched an appeal for victims of Asia's tsunami.
Australia's Anglican Primate Archbishop Peter Carnley has urged Anglicans to give generously.
He says it's clear the world is facing an humanitarian crisis of mammoth proportions.
Dr Carnley says that funds collected locally will be sent to the Anglican Board of
Mission and Anglicord.
Anglicans in WA can contribute electronically to the Tsunami Appeal Account, BSB 706001,
Account No. 30003730 at the Anglican Community Fund.

What is the EGBA's view of the new instances of openness in the EU member states?
More and more member states have evolved in recent months from a monopolistic or prohibitionist approach towards a regulated approach based on a national licensing system. This is a move in the right direction but it is still inadequate. Drawing up national rules for a sector that by its very nature is cross-border in scope will not represent an effective response to the challenges of consumer protection and preservation of law and order. Some of these new regulations even run counter to EU law and competition rules and are being disputed at national or Community level. Lastly, the cost of such fragmentation and duplication of national requirements is particularly high. A study carried out by PricewaterhouseCoopers in 2010 shows that the administrative and technical costs of obtaining and keeping a licence in France amount to 8.7 million for a European operator who is already licensed in one or more EU member states. What do you expect of the green paper?
The consultation is expected to identify the real challenges in terms of consumer protection and fraud prevention, which we welcome. What we expect of the Commission upon conclusion of the consultation is a proposal for a regulatory framework for online gambling, as it has done for other sectors that are intrinsically highly regulated, such as telecommunications or pharmaceuticals. In parallel, the Commission must play its role as guardian of the treaty, and vigorously and systematically continue to open infringement cases against member states that continue to infringe EU law.
How can criminal abuse or public health concerns inherent to online gambling, be halted?
Abuse is in fact easier to control online than in traditional networks but this requires a coherent and regulated approach at European Union level. In a regulated environment, online gambling offers a high level of traceability and transparency. Thanks in particular to electronic payments, every transaction leaves a digital fingerprint'. The internet offers fraud prevention and detection opportunities that are hard to reproduce in physical gambling establishments, as the Commission confirmed in its green paper.
As for the problem of addiction, this risk is present in all forms of games of chance, whether these are played at establishments or online. The European online gambling sector is particularly in the lead on responsible gambling and gives players a wide range of online tools to help prevent or limit these risks. These include, for instance, activation by the player of exclusion, cool-off or risk limitation options.
What are the criteria for your code of professional ethics?
You are probably referring to the EGBA standards adopted by our association in 2007. This is a list of rules and technical specifications that we impose on all our members and that is audited annually to guarantee that all our rules on responsible gambling are being complied with in full. This list is updated regularly to include advances in research and to implement the most effective technical solutions for the protection of minors, fraud prevention and protection of vulnerable players. These standards of course stand alongside binding legal rules and in no case replace them. We are currently in the process of updating this list to take account of the 134 responsible gambling measures adopted recently in the framework of the European Committee for Standardisation (CEN).

President Obama waded into the Rep. Anthony D. Weiner saga for the first time Monday, saying he would resign if he were the embattled New York Democrat.
Meanwhile, a congressional ethics panel reportedly has begun a preliminary inquiry into Mr. Weiner's sexually charged online relationships with several women.
The president said what Mr. Weiner did was highly inappropriate and that the lawmaker had embarrassed himself, his wife and his family, the Associated Press reported.
The president, who made the comments during an interview for NBC's Today show, didn't explicitly call for Mr. Weiner to resign, but said that when a politician gets to the point where he can't serve as effectively as needed, then you should probably step back.
White House press secretary Jay Carney earlier in the day called the Weiner scandal a distraction.
As Congressman Weiner has said himself, his behavior was inappropriate, his dishonesty was inappropriate, Mr. Carney said. We think it's a distraction from the important business that this president needs to conduct and Congress need to conduct.
Mr. Carney said he wasn't aware of any top administration aides who have pressed Mr. Weiner to step down.
The AP has cited unnamed House officials who said the House ethics committee staff has initiated a preliminary inquiry into Mr. Weiner's actions.
The House officials told the wire service the inquiry is not yet extensive, and that committee leaders have not indicated whether they will order a more intensive staff investigation. The officials requested anonymity because the committee has yet to make a formal statement.
A spokesman for the committee, when contacted by The Washington Times, declined to comment on the AP report.
The 46-year-old Mr. Weiner, who has been married less than a year, has admitted to sending lewd photos and exchanging sexually charged messages on the Internet with about six women, and acknowledged that he initially lied in public to cover his tracks.
Police also have been looking into Mr. Weiner's reputed contacts with a 17-year-old girl in Delaware, according to news reports.
In a statement issued over the weekend, he said he would seek professional help and would ask for a leave of absence. The House approved without objection a two-week leave for Mr. Weiner at the close of legislative business Monday night.
Meanwhile, House Majority Leader Eric Cantor, Virginia Republican, has called on Democratic leaders to remove their colleague from his post on the powerful House Energy and Commerce Committee if the disgraced lawmaker doesn't resign from Congress.
I called on him to resign [last week], because I think that this kind of behavior is unacceptable, the way that his leaders now have called on him to resign, Mr. Cantor told reporters at the Capitol on Monday. I'm hoping that they will begin to move - if he does not resign - towards things like perhaps stripping him of his committees.
Citizens for Responsibility and Ethics in Washington, a high-profile government watchdog group, also joined a growing chorus of those demanding the New York lawmaker quit.
The use of social media to engage in numerous sexual exchanges and lying about it when caught was bad enough. But inappropriate contact with a teenage girl and sexually explicit photographs sent across the Internet are a new low, CREW Executive Director Melanie Sloan said in a statement released Monday.
The people of New York's 9th Congressional District deserve a representative who can focus on their issues, rather than on his own considerable personal problems. Rep. Weiner should resign immediately.

In this analysis, IBISWorld reports that jobs in the field of VoIP grew by 84.1 percent in the past five years, followed by Emergency and Other Relief Services, which grew by 18.6 percent, followed by Dating Services, which surprisingly grew by 15.3 percent.

In addition to employment growth data, IBISWorld recently released a Labor Force Participation Rate Report. Highlights of the report indicate strong job market confidence in the economy as more individuals enter the job market in the belief that employment opportunities are higher than now than they were five years ago.
In 2005, the employment rate improved from 5.5 percent to 5.1 percent. Over 2006, the employment rate continued trending down recording a fall of 0.5 percentage points to a record of 4.6 percent over the year.
IBISWorld reports employment figures will remain fairly steady and forecasts the unemployment level in the U.S. to improve even more to 4.4 percent in 2007 or 2008 as the economy bounces back during the next 18 months.
At the same time, a continuing domestic issue for the American economy is the outsourcing of jobs to countries such as India and China, and this may affect the employment rate (participation rate) in a number of industry sectors. However, Professional employment, and employment in the services and tourism sectors are set to skyrocket in the coming decade which may offset the negative factor imposed by outsourcing jobs to foreign markets.
According to a recently released historic National Unemployment Level report that includes data from 1980 and projections though 2112, IBISWorld is forecasting national unemployment will continue to remain steady as shown in the graph linked below:

TORONTO OFFICIALS AIM TO USE PREPAID PARKING DEVICE TO CURB ILLEGAL PARKING.(Brief article)
Toronto parking officials this week debuted the Comet, an electronic prepaid parking device that drivers can use to deduct the fees for an amount of time a car has parked at a given location from a prepaid account. The Ganis Systems-manufactured device, which is slightly larger than a credit card, has some Toronto officials hoping it will curb disabled parking permit abuse since the device could replace disabled drivers' dashboard placards, Maurice Anderson, president of the Toronto Parking Authority, tells CardLine. Currently, disabled motorists do not have to pay for street parking in Toronto, says Anderson, who added that many believe the disabled parking permit system, administrated by the Province of Ontario, has been abused for years. Drivers can purchase and add money to the Comet-connected account over the Internet, according to Ganis. Although the parking device would likely be mandatory for disabled motorists, Anderson doubts the Comet would be available to able-bodied drivers because of what he assumes would be a lack of interest in the device. Motorists would just as soon use the city's solar-powered, pay-and-display meters, he said.

RadioShack Corporation Announces Fourth Quarter and Year-End 2003 Financial Results; Fourth Quarter Net Income Up 17%, E.P.S. Up 22%.
RadioShack Corporation today announced fourth quarter net income of $127 million or $0.77 per diluted share for the quarter ended December 31, 2003. This compares to net income of $109 million or $0.63 per diluted share for the quarter ended December 31, 2002. Last year the company also reported adjusted fourth quarter 2002 net income* of $102 million or $0.59 per diluted share, due primarily to an unusual gain from a contract termination.
Comparable store sales for the fourth quarter 2003 were flat compared to the prior year. Total sales in the fourth quarter 2003 were also flat at $1,490.4 million, compared to total sales of $1,497.7 million for the previous year.
"Improved management of product mix, supply chain initiatives, markdowns, along with other factors related to gross margin, favorably impacted our quarterly earnings beyond our expectations," said Leonard Roberts, chairman and chief executive officer of RadioShack Corporation. "Our organizational disciplines in buying, pricing, staffing and other areas are driving higher profit and better returns for our shareholders. These disciplines will bode well for us in 2004 and beyond."
Inventory turnover for the full year of 2003 was 2.7 times versus 2.5 times a year ago. Free cash flow* was $422 million for the 12 months ended December 31, 2003, compared to $375 million in the prior year.
RadioShack reported full year 2003 net income of $298 million, or $1.77 per diluted share, versus net income of $263 million, or $1.45 per diluted share the previous year. Excluding unusual items, 2002 net income* was $258 million, or $1.42 per diluted share. Sales for 2003 were $4,649 million, up 2% versus $4,577 million the previous year.
As for financial guidance, RadioShack anticipates generating first quarter 2004 earnings per share of $0.36 to $0.38. Earnings per diluted share for fiscal year 2004 are anticipated to grow 13% to 15% year-over-year to at least $1.99. This annual earnings per share growth is predicated upon sales growth of three to four percent, gross margin gains of 50 to 70 basis points, and SG&A growth of 1.5 to 2.5 percent.
